WPC ETA, BIS and 865-867 MHz: The RFID Reader Compliance Checklist for Indian Buyers
Two things changed in the last year for anyone buying RFID readers in India. Certification consultancies now rank on page one for "WPC certification RFID reader", and public buyers on GeM have started attaching a certification clause to reader tenders as a matter of routine. Behind both is a simple fact that has been true since 2005 but is only now being enforced at scale: a UHF RFID reader is a radio transmitter, and India regulates radio transmitters. If your procurement checklist for readers still reads "read range, price, warranty", it is missing the line that decides whether the shipment clears customs and whether the bid is even opened.
This is the compliance checklist we wish every buyer had before asking us for a quote. It covers what Equipment Type Approval (ETA) from the WPC actually is, why a 902-928 MHz reader bought off Alibaba or a marketplace listing is both non-compliant and mis-tuned for India, where BIS registration enters the picture, what customs really stops, and the exact document pack a GeM or PSU evaluator expects. It ends with an honest note: certification tells you a reader is legal, not that it will read your tags on your dock door.
What "WPC ETA" actually means for an RFID reader
The Wireless Planning and Coordination (WPC) Wing of the Department of Telecommunications manages spectrum in India. Most spectrum is licensed. A small number of bands are "de-licensed", meaning anyone may operate low-power equipment in them without a licence, provided the equipment stays within the notified power and bandwidth limits. For UHF RFID that band is 865-867 MHz. The exemption rules date from 2005 and were amended by GSR 564(E) of 30 July 2008, which sets the conditions most people quote today: maximum 1 W transmitter power, 4 W effective radiated power (ERP), and 200 kHz carrier bandwidth, on a non-interference, non-protection basis. A separate 2021 rule covers general short-range devices in 865-868 MHz, but the conditions your reader is judged against remain the RFID rules for 865-867 MHz.
The important nuance: de-licensed does not mean unregulated. You do not need a licence to use a compliant reader, but the reader model itself must hold an ETA from WPC before it can be imported, manufactured for sale, or sold in India. In practice:
- ETA is issued per model, to the manufacturer or importer, via the Saral Sanchar portal. A different model number, or a variant with an extra radio, needs its own ETA.
- For de-licensed bands the route is self-declaration (ETA-SD): upload an RF test report from a NABL-accredited Indian lab or an ILAC-accredited foreign lab, pay a modest government fee (indicative: about Rs 10,000 per model at the time of writing), and the certificate is generated without further technical scrutiny.
- The test report has to demonstrate conformity with the Indian band edges and power limits. An FCC report showing 902-928 MHz operation proves nothing about 865-867 MHz.
- An ETA does not expire. It stays valid for the life of the model as long as nothing about the RF section changes.
Every radio in the product is in scope. A modern Android UHF handheld carries UHF, Wi-Fi, Bluetooth, sometimes NFC and 4G. The ETA (or ETAs) must cover all of them; check whether any cellular or Wi-Fi function pulls the device into a separate regime such as TEC's MTCTE, and ask the OEM to state which certificates apply rather than assuming one document covers everything.
Why a 902-928 MHz reader is the wrong buy for India
The cheapest UHF readers on cross-border marketplaces are almost always FCC-region units, because the US is the largest single market. In India that reader is wrong on three separate counts. This matters most for fixed and dock-door readers — the kind that run all day in a warehouse RFID system or on a logistics gate — because a mis-banded portal is the hardest unit to swap later. Those same fixed readers can now run their own middleware on the board — ReaderSense Edge — so there is no PC to certify or maintain alongside them.
1. It transmits in licensed spectrum
902-928 MHz in India is not de-licensed. Large parts of it sit on top of spectrum assigned to cellular operators in the 900 MHz band. A reader hopping across 902-928 MHz at 1 W is an unlicensed transmitter in someone else's licensed band. There is no ETA that makes this legal, and if a telecom operator traces interference to your dock door, the equipment can be seized.
2. It cannot be re-tuned by the buyer
Reader firmware is region-locked at the factory. Some units expose an "ETSI" setting (865.6-867.6 MHz, 2 W ERP), which is closer to the Indian band, but that neither makes the model ETA-approved nor gives you the full 865-867 MHz allocation at 4 W ERP that a purpose-built Indian-region reader is entitled to use. Others cannot be moved off FCC at all.
3. It is physically mis-tuned
The antenna bundled with an FCC reader is a 902-928 MHz patch. Passive UHF tags are fairly broadband, but reader antennas are not; run one 40-60 MHz below its design band and you lose gain and raise VSWR. The reader will still "work" on a bench demo, which is exactly why buyers get fooled, but you have paid for a 30 dBm reader and are radiating something less, with the reflected power heating the front end. On a marginal read zone, that is the difference between 98% and 90% pallet reads.
Add the practical consequences: no Indian warranty channel, no ETA copy for the tender file, and a consignment that may sit at the port. The bargain stops being one.
Where BIS registration enters the picture
WPC covers the radio. BIS covers electrical safety, under the Compulsory Registration Scheme (CRS) run for MeitY. It applies only to product categories listed in the Compulsory Registration Order, so the honest answer for readers is "it depends on what the reader is":
- Smart card readers (contact and contactless, which is where HF/NFC access-control readers usually land) are a listed category under IS 13252 (Part 1) and must carry a BIS R-number.
- Power adaptors supplied with fixed readers are a listed category in their own right. Even where the reader body itself is not listed, the adaptor in the box normally is.
- A plain fixed UHF reader module may not fall under a listed category. Ask the OEM to state in writing which CRS category, if any, applies and to quote the R-number.
Two structural points buyers miss. First, BIS registration is granted to the manufacturer; an importer can only act as the Authorised Indian Representative. If a seller cannot tell you whose name is on the R-number, be cautious. Second, the safety standard is migrating: MeitY notification S.O. 4997(E) of 29 October 2025 replaced IS 13252 (Part 1) with IS/IEC 62368-1:2023, with a concurrent-running window that for most product categories runs to 1 November 2028. A quote that references only the old standard is fine today; a five-year rate contract should ask how the OEM will handle the transition.
What customs actually stops
The enforcement point is the port. For wireless goods in de-licensed bands, customs expects the ETA (or ETA-SD) for the model together with an importer's undertaking that the equipment operates within the licence-exempt band. Without it, the consignment is detained and demurrage accrues by the day. This is the point where a project timeline built around a cheap import falls apart, because obtaining ETA retroactively requires an Indian-band test report that an FCC-only device cannot produce.
Domestically the risk is quieter but real: selling or deploying an uncertified reader is an offence under the Indian Telegraph and Wireless Telegraphy framework, and any interference complaint puts the burden on the operator to show ETA.
The document pack GeM and PSU bids ask for
Public buyers have converged on a fairly standard set of attachments for reader-based systems, whether the bid is for an RFID access control and attendance system at a PSU campus, a UHF gate installation for vehicle parking management, or a full RFID warehouse management deployment. - WPC ETA certificate copy for each reader model quoted, with the model number matching the technical bid and the datasheet.
- BIS CRS registration (R-number and certificate) wherever the product or its adaptor is a listed category, plus a written statement of category applicability where it is not.
- RF test report from the NABL/ILAC lab that underpins the ETA, showing 865-867 MHz operation and ERP.
- Make in India (MII) local content declaration under the Public Procurement (Preference to Make in India) Order. Class-I local supplier status requires at least 50% local content, Class-II 20-50%; above Rs 10 crore bid value the declaration must be certified by a statutory or cost auditor. Purchase preference for Class-I suppliers currently allows matching L1 within a 20% margin. DPIIT has floated higher thresholds; check the order in force on the bid date.
- Manufacturer's authorisation form (MAF) if you are a system integrator quoting someone else's hardware, and the OEM's warranty and service commitment in India.
- Datasheet with the India frequency variant called out. Many global datasheets list "865-868 / 902-928 MHz, region-dependent"; evaluators want to see the variant you are actually supplying.
The single most common reason we see reader bids rejected on technical grounds is a mismatch: the ETA is for model X-IN, the datasheet says X, and the price schedule says X-FCC. Make the model string identical across every document.

Certification is not read performance
This is the part certification consultancies do not say, so we will. An ETA proves the reader stays inside 865-867 MHz at or below 4 W ERP. It says nothing about whether it will read 100% of tags on a mixed pallet moving through a 3.5 m dock door, or through a windscreen at a parking barrier in the monsoon. Those outcomes are decided by antenna choice and polarisation, tag inlay selection, mounting geometry, metal and liquid in the environment, and reader settings such as session and Q. A certified reader deployed without a site survey fails just as reliably as an uncertified one, and shows up as one of the classic entries in our list of RFID implementation mistakes.
The right sequence is: shortlist only readers that clear the compliance gate above, then run a pilot on your own goods and your own doorway. A ten-line procurement checklist
- Specify "UHF RFID reader, India region, 865-867 MHz, WPC ETA held" in the RFP, not just "UHF RFID reader".
- Ask for the ETA copy with the bid, and check the model string against the datasheet.
- Ask for the BIS R-number for the reader (if listed) and for the power adaptor.
- Ask which lab produced the RF test report and whether it is NABL or ILAC accredited.
- Confirm the antenna supplied is an 865-867 MHz part, not a 902-928 MHz leftover.
- For Android handhelds, ask for the certificate list covering every radio in the device.
- Get the MII local content declaration and, above Rs 10 crore, the auditor's certificate.
- Get a written India warranty and service commitment.
- Reject any quote whose datasheet only lists 902-928 MHz.
- Only then, evaluate price, and only after a pilot, evaluate performance.

Enforcement is tightening, not loosening: WPC has been actively notifying and de-licensing new bands through 2026, customs is applying the ETA check more consistently, and public buyers now treat the certificate copy as a threshold document rather than a nice-to-have. Frequently asked questions
Do I need a WPC licence to operate a UHF RFID reader in India?
No licence is needed to use a compliant reader, because 865-867 MHz is a de-licensed band. However, the reader model itself must hold a WPC Equipment Type Approval (ETA) before it can be imported, manufactured for sale or sold in India. The ETA is the manufacturer's or importer's obligation; as a buyer you should ask for a copy.
Can I use a 902-928 MHz RFID reader in India if I set it to low power?
No. 902-928 MHz is not a de-licensed band in India and overlaps spectrum assigned to cellular operators, so no power setting makes it legal. Such readers are also region-locked and their antennas are tuned for the wrong band, so even on a bench they perform below rating in 865-867 MHz. Buy an India-region reader instead.
Is BIS registration mandatory for RFID readers?
It depends on the product category. Contact and contactless smart card readers are a listed category under the Compulsory Registration Scheme, and power adaptors supplied with readers are listed separately. A plain fixed UHF reader may not fall under a listed category. Ask the OEM to state in writing which category applies and to provide the R-number, and note the ongoing migration to IS/IEC 62368-1:2023.
What documents does a GeM or PSU tender typically ask for with an RFID reader bid?
The usual pack is the WPC ETA certificate copy for each reader model, BIS CRS registration where applicable, the RF test report from a NABL or ILAC lab, a Make in India local content declaration (auditor-certified above Rs 10 crore), a manufacturer's authorisation form and warranty commitment, and a datasheet that names the India frequency variant. Make sure the model number is identical across all of them.
Does a WPC ETA expire or need renewal?
No. An ETA remains valid for the life of the model as long as the RF design does not change. A new model number, a variant with an additional radio, or a hardware revision to the transmitter section requires a fresh ETA.
If a reader is WPC and BIS certified, will it read all my tags?
Not necessarily. Certification only proves the reader operates legally within the Indian band and power limits. Actual read performance depends on antenna selection, tag inlay, mounting, the environment and reader settings, which is why a site survey and pilot on your own goods and doorway are still essential before committing to a rollout.
