RFID Library Management in India: Self-Issue, Security Gates and Stock Verification

A library is where that abstraction meets a purchase order: 30,000 volumes, one or two librarians, steel shelving, an ILS the institution has already paid for, and a principal who wants to know what the money buys. This guide applies the technology choice to an actual book collection — what a tag costs per book in India, whether an RFID gate is genuinely better than the tattle-tape it replaces, how the system talks to Koha or LibSys, and what annual stock verification looks like once every item is tagged.
One tag, three jobs
The economic argument for RFID in a library is not that it beats barcode at any single task. It is that one consumable does three jobs that currently need two separate systems and a lot of hands.
- Circulation. A member places a stack of five books on a pad and all five are issued in one action, with no line of sight and no handling of individual spines.
- Security. The same tag carries an issued/not-issued flag that an exit gate reads, so you stop paying for a second anti-theft consumable.
- Inventory. The same tag answers a handheld wand walked past a shelf, which is what turns stock verification from a shutdown into a weekend.
A barcode-plus-tattle-tape library pays for two consumables and gets none of the third. That is the whole thesis. Whether it justifies the capital cost depends entirely on collection size, which is where most of this article goes.
HF or UHF for a book collection?
Libraries are one of the few domains where the global default is not UHF. The standard is 13.56 MHz HF (ISO 15693 air interface, ISO 28560-2 data model), and there are physical reasons for that, not just inertia.

Verdict: choose HF unless you have a specific reason not to. UHF saves a few rupees per book and reads further, but in a library the extra range is mostly a liability — you do not want the gate reading the trolley behind the counter, or the wand picking up the shelf on the other side of the aisle. The one honest case for UHF is a campus that already runs UHF for assets and access and wants a single reader estate; even then, run the numbers on the integration work you will spend the tag savings on.
The per-book cost that decides the project
All figures below are indicative India pricing, ex-GST, at the volumes a college or public library actually buys. Treat them as a scoping range, not a quote.

A worked example — 30,000-volume college library. Tags at ₹12 come to ₹3.6 lakh; tagging labour at ₹3 adds ₹90,000; two counter pads ₹1.2 lakh; one self-issue kiosk ₹2.5 lakh; one gate corridor ₹3.2 lakh; one handheld ₹1.8 lakh; software and integration ₹2.5 lakh. That is roughly ₹15.5–16 lakh ex-GST, about ₹18.5 lakh with 18% GST, plus around ₹1 lakh a year in AMC afterwards.
Read the split, because it drives the phasing: tags and tagging are only about 29% of that number. The gate and the kiosk together are about 36% — and both can be deferred to a second financial year without wasting a rupee of the tagging work. Security gates versus tattle-tape: the honest comparison
Most Indian academic libraries already run electromagnetic strips — the thin "tattle-tape" hidden in the gutter of a book, desensitised at the counter. Vendors tend to present RFID gates as a straight upgrade. They are not, and pretending otherwise is how projects lose credibility with a librarian who has run EM gates for fifteen years.

The honest reading: RFID wins decisively on workflow and on knowing what walked out, and it removes a consumable. It does not clearly win on raw detection against a determined thief, because a visible adhesive label can be peeled off and a magnetic strip in the spine cannot. Some libraries with a serious loss problem in high-demand competitive-exam and reference titles keep EM strips in that subset and run RFID for everything else. It costs more; it is defensible.
One technical point worth putting in the tender: ask whether the gate reads security state from the AFI (Application Family Identifier, rewritten at issue and return) or from a chip EAS bit. Both work. What matters is that your kiosk, counter pads, drop-box and gates all agree on the same method, or returned books will alarm on their way back to the shelf.
SIP2, Koha and the Indian ILS reality
The RFID layer does not replace your ILS — it feeds it. The connector between a self-issue kiosk and the ILS is almost always SIP2, the socket-based Standard Interchange Protocol that every serious library system speaks. Koha ships a SIP2 server and is by far the most common ILS in Indian academic libraries; LibSys, SLIM21, INFLIBNET's SOUL, NIC's e-Granthalaya and, in larger institutions, Alma or Sierra make up most of the rest. Support quality varies sharply by product and version — some are clean SIP2 endpoints, others need a middleware shim or a database-level integration.
Put these in the purchase order, not in the kick-off meeting:
- ISO 28560-2 encoding, with the primary item identifier written as your existing accession or barcode number — not a vendor-private UID that only maps inside their database. This single clause is the difference between changing vendors later and re-tagging the whole collection.
- A written tag data map handed over at go-live, listing every data element and where it sits.
- SIP2 tested against your live ILS instance during acceptance, not against the vendor's demo database.
- SIP2 kept off the open network. The protocol is plain text by design; put it on an isolated VLAN or tunnel it.
- Defined offline behaviour for kiosk and gate when the ILS or the link is down — queue and sync, or refuse cleanly, but decide which.
- Fine and reservation rules honoured at the kiosk, so a member with dues is routed to the counter rather than silently blocked.
- Handover of the encoding software, so next year's acquisitions can be tagged in-house without raising a service call.
That encode-once, audit-with-a-wand pattern is not unique to books. The same architecture is what an RFID file tracking system does for a registrar's office or an exam records room, and campuses frequently fund both from one procurement because the readers, the middleware and the reporting backbone are shared.
Stock verification: the number that actually justifies the spend
Physical verification of holdings is an audit obligation for most Indian institutions, and it is the job everyone dreads. Here is what changes, using realistic throughput rather than datasheet figures.

Be sceptical of the 10,000-volumes-per-hour figures in brochures, including the headline numbers on our own product pages. Those are clean sweep rates in open, well-spaced stacks. Real libraries have tightly packed shelves, bottom rows you have to crouch for, books lying flat on top of rows, and steel uprights. Plan the first audit at the lower end of the range and expect the second one to be twice as fast once the team has a sweep rhythm.
The under-sold benefit is not speed at all: it is misshelving. A wand pass returns items in the order they physically sit, so the software can flag anything out of call-number sequence. A manual audit tells you a book is missing; an RFID audit usually tells you it is on the wrong shelf, two aisles away — which is where most "lost" books actually are. Where RFID is the wrong answer
Four situations where we would tell you not to buy:
- Small collections. A 6,000-volume school library issuing 400 items a month can be tagged for roughly ₹5–6 lakh. Barcode plus a hosted Koha instance, a scanner and a label printer costs well under ₹1.5 lakh, and manual stock verification of 6,000 books takes two or three days, not three weeks. - An ILS that is not clean or not used. If accession data is inconsistent or circulation is still partly on register, RFID will faithfully automate the mess. Fix the catalogue first — it is also what accreditation bodies actually ask about, since NAAC's library criterion enquires into ILMS automation and its usage, not into RFID.
- Rare, archival and fragile material. Adhesive tags on manuscripts, old bindings and special collections raise legitimate conservation objections. Leave those collections out and handle them with supervised access.
- Imported Western ROI logic. Most global library RFID case studies monetise redeployed staff hours at Western wage levels. Indian library assistant costs do not support that arithmetic. Build your case on audit time, loss reduction, extended opening hours through self-service, and accurate holdings — not on headcount.
Deployment notes specific to Indian campuses
- Power. Gates and kiosks belong on UPS. A gate that reboots during a cut is an open door, and a kiosk mid-transaction during a cut is a support ticket.
- Tag placement discipline. Put the tag in the same position in every item. Inconsistent placement is the single biggest drag on wand-sweep speed. Never double-tag an item, and avoid stacking tags directly over each other on very thin volumes — they detune one another.
- Dust and heat. Reading rooms in most of the country are dusty and warm for months at a stretch. Specify sealed kiosk enclosures and budget for spare wand batteries from day one.
- Procurement. Government and aided institutions buying through GeM or open tender should specify standards — ISO 15693, ISO 28560-2, SIP2 — rather than brand names, and should write a gate detection-rate acceptance test into the PO.
- GST. Hardware and tags attract 18%. Quotations are usually ex-GST; make sure the sanctioned budget is not.
- Privacy. Keep member data off the tags. ISO 28560 deliberately confines tag content to item information, and tags stay readable after a book leaves the building — which is exactly why nothing personal should be on them.
- Adoption. Self-issue uptake in the first year is a placement and staffing question, not a technology question. Site the kiosk between the stacks and the gate, and staff it for the first month. Kiosks tucked into a corner get ignored while the counter queue grows.
A phased rollout that de-risks the spend
- Phase 0 — clean the catalogue. Reconcile accession numbers, kill duplicates, confirm the ILS is the single source of truth. Do this before a single tag is bought.
- Phase 1 — tag the collection, add counter pads and one handheld. This is where the audit benefit lands, and it is the cheapest phase per unit of value.
- Phase 2 — the security gate. Once every item is reliably tagged and the security flag flips correctly at the counter.
- Phase 3 — self-issue and the 24×7 drop-box. Last, because these are the phases whose value depends on member behaviour rather than on your own staff.
Sequencing it this way means an underspent year never strands the previous year's investment. How long does annual stock verification take with RFID?
A 50,000-volume library that takes 80-160 person-hours to verify manually typically drops to 12-35 person-hours with an HF handheld wand, at realistic throughput of 1,500-4,000 volumes per person-hour. Treat brochure figures of 10,000 volumes per hour as ideal open-stack sweep rates. The bigger practical gain is that the wand flags misshelved items out of call-number sequence, which manual counting cannot do efficiently.
